Here, does elaborate organization refer to:
1. He has never heard of a descriptive system from universities or from any elaborate organization (organization as in a group of people)
2. He has never heard of a descriptive system or a elaborate organization from universities (as in an elaborate organization of society through the act of organizing/laying out things)

So sorry for my tardy reply zedom. I think the answer is closest to 1.: organization as in a group of people, not a (wider) organization of society, as in 2.
