No Coordination? Horizontal Coordination?

Hi peeps, this question is for anyone familiar with the UK chapter,

Apparently in the UK chapter there is some kind of Horizontal Coordination in practice - but I'm not sure what that even means, and if that is any different from what I though everyone practices [namely, no one really directly telling anyone else what to do].

Any UK-er understands what I'm talking about? Does it make any sense? If so, could you explain with some detail such coordination practice?
