TBTMCB trouble sentence (punctuation).

Hello everybody!

I was translating TBTMCB and I found this trouble sentence (punctuation). Does anybody know which version would be correct?

a) Given the advances in science and technology over the last two hundred years, one may well ask, “Does it have to be this way?”
b) Given the advances in science and technology over the last two hundred years, one may well ask, “Does it have to be this way?”.
c) Given the advances in science and technology over the last two hundred years, one may well ask: “Does it have to be this way?”
d) Given the advances in science and technology over the last two hundred years, one may well ask: “Does it have to be this way?”.
