We have completely translated and proofread documents in our local website already. The problem is that we've translated that out of Pootle or Dotsub. Do we have to put it into Pootle or Dotsub now?

The answer here depends on the original format. If it was HTML, it needs to go back into Pootle for re-combining with the original html file or else the necessary webpage formatting is gone.

For a video, the subtitle file should be uploaded to the Repository Location for that project, so it becomes safe from further editing and available for everyone to download it.
