Express Scribe is the tool I've found most helpful for transcribing. You will need an audio file. But it gives you the ability to slow it down (and it's the only one that I know that makes it possible to hear well when slowed down), it has nice and editable shortcuts, you don't have to switch between windows as it has a small unintervening window showing up while you're using your word processor of choice. And its free version has all the important functions. :)

Wreally's Transcribe has the same features as Express Scribe except that it's an online app. Nothing to download.
