Total Enclosure System

Hi! we'd need help with the video "Total Enclosure System".

And what is a "symbol manipulator (00:49)"?
They can invite a doctor from any area of the globe on board that boat. They can invite him as a virtual image or as a symbol manipulator and that doctor can study the condition without being there.

I understand "symbol manipulator" in this case to be the description of what the doctor does - since he is connecting virtually, he would be manipulating symbols. Those symbols that he manipulates are representations of objects in the real world. So by manipulating some virtual symbols he could perform a surgery, etc. At least this is my interpretation, based on the scarce context.

In Bulgarian we translated "total enclosure system" as "fully (en)closed system".

In all examples we are having a problem with the translation of "symbols". I think the meaning is results shown by a machine (computer). In prof. Kaku's book "Physics of the future" he explains that machines are better than us only in calculations, but human beings can provide healthy mind (they can recognize patterns). That's why they still haven't replaced us in jobs like policeman, fireman, etc. Today most powerful computers have the intelect of an insect. So I think it's the doctor that arrives at the diagnosis of the body's condition through the information that the machine analized (blood pressure, temperature and so on). I'm not sure if this is the case, but i think it was important to notice that.
So, can someone clarify its meaning?
