TVP Website - Aims and proposals - Translation problems

In "Aims and proposals"(TVP website) there is a fragment (problem sentence is highlighted).

The plans for The Venus Project offer society a broader spectrum of choices based on the scientific possibilities directed toward a new era of peace and sustainability for all.
Through the implementation of a resource-based economy, and a multitude of innovative and environmentally friendly technologies directly applied to the social system, The Venus Project proposals will dramatically reduce crime, poverty, hunger, homelessness, and many other pressing problems that are common throughout the world today.

Question was, what does this strange beginning of sentence mean and what are the "choices for society", moreover, "based on /// possibilities".
We got a conversation with nomada about this fragment. That's how he clarified it.

The plans to make TVP happen, and apply a RBE, offer a broader spectrum of choices to society. Those choices are based on scientific possibilities (not political promises or ideologies, for example; our problems are technical, so the plans and solutions must be scientific).


Now i understand this sentence like: By making into life TVP plans we can provide society with more different ways to reach sustainability etc. by technical means (so that with RBE application all our means become technical, but even though the range will be broader than now.)

Is that right?

I think it will be easier to show with examples.

Today society deals with crime by imprisoning people. But the plans that TVP offers will give society a choice to deal with this problem in a different way. For example, by creating a much higher standard of life and providing adequate education to everyone. I would say that choosing to deal with crime in this second way, rather than by sending people to prison, becomes a viable and real option for society to consider once it is informed about the possibilities offered by science and technology (namely, that high standard of living for everyone is possible, and that education can have enormous effects on the behavior of people).

Does this make sense?
