The Future of Economics - A Perspective from The Zeitgeist Movement - translation questions

The following sentences come from "The Future of Economics - A Perspective from The Zeitgeist Movement"

In a sustainable society formulated around the logic of a monetary system
there would be nothing to hold back
developmental implementation of anything
once it's been tested thoroughly.

My question is, don't these sentences suggest that the monetary system is good because the technological progress will not be held back? It seems quite contrary to the intended meaning of this passage(?)

Besides, doesn't it mean that the monetary system is a "sustainable society"???

I agree, and in French we decided to disregard what he said and replace the word "around" with "without"
