We are currently translating "Jacque Fresco-Corrupting Factors, Social Responsibility-Feb" in the German team and encountered the phrase "ocean farming".

I think probably there is more elaboration in books like Designing the Future and TBTMCB, if the above isn't enough.

In Spain we translated it as oceanic agriculture.
If you look in google images, you'll see that all the pictures are for fish farming.
I found this article in english too.
