1) It means that he has to take a step back from the neurological point of view and take into more consideration how the brain has been cultivated by its environment (socially). Not until then will he, according to Fresco, get a valid understanding of how the brain works (or responds). This is a question asked within a social context, and it seems that that is the point of view Fresco is trying to stress.

2) life systems refers to the way lifeforms interact with one another and their environment. Think of ants, bees, or even grass. They are systems in themselves. They are then subsystems in the sense that they, together with all other lifeforms, make up the whole system of life (or life system) on this planet. Being a student of life systems simply refers to studying how living things interact with other living things.
