Creating a new folder

I'm not a Language coordinator for the Japanese team.
But I want to create a new folder within a "日本語(Japanese) Team" parent folder.
How can I do it? Or would admin mind doing it for us?
I want to see a new folder "Strategy" within a parent folder of Japanese Team.
