Sorry for my delay, brother @afakidze:.
It looks like you were trying to 'page' me, but it is missing the colon at the end of my name.

As you have discovered, dotSUB has dramatically changed their approach by removing access to all 'free' accounts. In the short term, this means we now need to make use of our own installed apps to transcribe and translate RBE materials. The link below might help describe that a little clearer, but I am also here to help you make the transition.

Of all of the free translation-assist programs, I definitely prefer the SubtitleEdit app mentioned by JonnyBgood in one of his replies. It is certainly a "full-featured" subtitling app, but we only need a small subset of its capabilities for what we do.

In the meantime, I made a backup of your work the last time I noticed that you had worked on this translation. Hopefully, my backup covers everything that you had done with it before dotSUB shut things down. I am attaching the file here for you to grab. If you're not already aware, you can open SRT files in any text editor to examine their contents. Hopefully, you will find everything you completed. ;)

So, can you give me some instruction for this nikse :) Is it works online, or must we download some program for working on it? How can I find there video, for translation, or must I upload some original video or subtitles?

I can try, but it is significantly more complex to describe compared to using dotSUB.

Yes, you will need to download and install a translation-assist program to make this much easier than using a text editor.
I personally prefer Subtitle Edit, although there are other similar tools available such as TeroSubtitler (cross platform) and Jubler (for Mac).

You should be able to find any of the materials within our care in LTI's File Server, along with every completed transcription & translation that we have made to that point. Here is the link to this project's directory. So after you download a copy of the MP4 video, you will first need to guide the app to your existing translation file (I find it best to use a copy of the one downloaded, rather than the original), and then guide the app to the video you wish to translate. Both files (video and .srt translation file) should be in the same folder on your hard drive before you begin.
