This is the answer I got from Ray in our Facebook page. I post it here in case someone has the same translation problem:

They mean the same thing in this context (this documentary). They
'could' conceivably mean different things in another context, however,
so that is not meant a 'blanket' answer for all time.

2) These are the folks who performed much of the
initial research on mass communication (basically how to gain trust and
influence people's thinking), that has since led to most of the
propaganda techniques currently used (or since significantly refined) by
big media.
